      The National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) issued the Medium- and Long-term Oil and Gas Pipeline Network Plan on July 12th. The Plan provides a comprehensive plan for the oil and gas infrastructure network and clarifies the development vision of the medium- and long-term oil and gas pipeline network.

      The Plan specifies that by 2020, the scale of the national oil and gas pipeline network will reach 169,000 kilometers, of which the mileage of crude oil, refined oil products, and natural gas pipelines will be 32,000, 33,000, and 104,000 kilometers respectively, and the capacity of storage and transportation will be significantly strengthened. By 2025, the scale of the national oil and gas pipeline network will reach 240,000 kilometers, with the mileage of crude oil, refined oil products and natural gas pipelines reaching 37,000, 40,000 and 163,000 kilometers, respectively; natural gas will gradually be introduced into households and stores, and into factories; the national population of towns and cities using natural gas will reach 550 million; and the proportion of natural gas in the structure of energy consumption will reach about 12%.

      By the end of 2015, the mileage of China's crude oil, refined oil products and natural gas trunk pipelines reached 27,000, 21,000 and 64,000 kilometers respectively, with the initial formation of resource import corridors, the scale of pipeline deliveries constantly improving, and the technical equipment reaching the international advanced level. At the same time, the development of oil and gas pipeline network is still facing the overall scale is small, the layout of the structure is unreasonable, the institutional mechanism is not adapted to a number of problems, restricting the sustainable development of energy and security.

      "Moderately advanced planning of oil and gas pipeline network infrastructure is of great significance for guaranteeing the safe and stable supply of energy, reducing the cost of economic operation, increasing effective social investment, and improving people's quality of life." Zheng Jian, deputy director of the National Development and Reform Commission's Basic Industries Division, said.

      Based on the current situation of steady growth in China's oil and gas consumption and continuous upgrading of the energy structure, the Plan emphasizes the need to focus on improving the quality and efficiency of development, promote the main line of supply-side structural reform, expand the scale of facilities, improve the layout of pipeline networks, strengthen the convergence of interconnections and take into account the fairness of openness as the focus, vigorously develop the natural gas pipeline network, optimize and improve the pipeline of crude oil and refined products, improve the capacity of the reserve peaking facilities, and Improve the level of system operation intelligence, and build a modern oil and gas pipeline network with reasonable layout, wide coverage, smooth external and internal communications, and high safety and efficiency.

      The Plan requires accelerating the pace of reforming the operation mechanism of oil and gas pipeline network, innovating the investment and financing mechanism of oil and gas infrastructure, and encouraging the participation of social capital in the investment and construction; at the same time, increasing the investment within the central budget to support the construction of the national petroleum reserve base and the pipeline of natural gas and refined oil products in Tibet; approving the price of pipeline transportation in accordance with the principle of granting costs and reasonable returns; studying and introducing the subsidy policy for the bottoming out of the storage tanks; innovating the varieties and methods of bond Innovative bond issuance varieties and methods, encourage domestic and foreign social capital to set up oil and gas international cooperation funds.

      The Plan points out that it adheres to the overall concept of national security and consolidates the fundamental position of the oil and gas pipeline network. Efforts will be made to expand the transmission capacity of land channels, expand new import channels, realize the overall coordination and balance of oil and gas imports on land and sea, east and west, and north and south, effectively reduce external risks, and ensure the stable supply of oil and gas resources.

      Experts said that integrated planning, accelerate the construction of "upstream and downstream, communication between the East and West, through the North and South" of the oil and gas pipeline network system, will help improve the modern comprehensive transportation system, improve the efficiency of factor allocation, support the establishment of a modern energy system to increase the effective supply on the basis of reducing the cost, especially logistics costs, and at the same time conducive to the consolidation and expansion of oil and gas import channels.
